Does anyone know why Record World’s chart placements are so different from Billboard’s?

Does anyone know why Record World’s chart placements are so different from Billboard’s? I haven't found anything on Record World vs. Billboard but I found this on Cashbox vs. Billboard. I think the RW vs. BB explanation might be similar: "According to Randy Price, who runs the Cash Box charts "fan site," Cash Box was strictly a sales-based chart until the late seventies, whereas Billboard combined sales and airplay from late 1958 on." forums.stevehoffman.tv/threads/billboard-vs-cashbox.23342/
